An opstalverzekering insures the physical structure of your home against events such as fire, storm, lightning, explosion and certain types of water damage. Many insurers also use the term woonhuisverzekering for the same product.

Typical items covered under opstalverzekering

  • Structural parts of the building: walls, roof, ceilings, foundations (sometimes with specific clauses).
  • Fixed installations: built-in kitchen, bathroom, toilets, pipes, central heating and fixed radiators.
  • Fixed floors that cannot be removed without damage (glued tiles, glued laminate, glued parquet).
  • Fixed outbuildings: garages, sheds, certain fixed garden structures and non-movable jacuzzis or outdoor kitchens.

If you own a house with a mortgage, Dutch banks will normally require you to maintain an opstalverzekering. Without it, they may not grant or continue the mortgage, because the house is the collateral for the loan.

Inboedelverzekering: contents insurance

An inboedelverzekering covers the movable belongings inside your home. A simple rule used by Dutch banks and insurers:

If you can take it with you when you move without demolishing anything, it is usually inboedel (contents).

Typical items covered under inboedelverzekering

  • Furniture: sofa, tables, chairs, wardrobes and beds.
  • Electronics: televisions, audio equipment, laptops and computers, sometimes with special modules for mobile devices.

Woonverzekering: combined home insurance packages

A woonverzekering or woonpakket is not one insurance product. It is a bundle that lets you buy any combination of these three separate products from the same insurer in one policy:

  • Opstalverzekering (buildings).
  • Inboedelverzekering (contents).
  • Aansprakelijkheidsverzekering (AVP) (personal liability - covered in the next section).

At most Dutch insurers you can tick any of the three when configuring a woonverzekering. The Consumentenbond confirms that these packages "usually contain the inboedel, opstal and aansprakelijkheidsverzekering". Sometimes extra add-ons like cover for valuables outside the home or legal expenses are offered as well.

Advantages of a combined package

  • One policy, one premium, one contact point for claims.
  • Less risk of gaps or overlaps between building and contents cover.
  • In case of damage affecting both building and contents (for example, a fire), there is less chance of insurers blaming each other.
  • Bundle discount, usually a few percent per extra product added.

Aansprakelijkheidsverzekering (AVP): personal liability

An aansprakelijkheidsverzekering voor particulieren (AVP) covers damage or injury you cause to other people or their property in daily life, and cases where you are legally liable for damage even when you did not cause it yourself. This is a fully separate product from opstal and inboedel; it just happens to be sold inside the same woonverzekering package because insurers bundle it there.

  • It works everywhere, not just at home: at a friend's flat, cycling, on holiday, at the supermarket.
  • Not mandatory by Dutch law, but strongly advised. Typical premium is around €3-5/month for one person or a family.

What expats need: renters vs owners

If you rent a home in the Netherlands

When you rent:

  • The landlord is responsible for insuring the building (opstal / woonhuisverzekering).
  • You usually do not take out an opstalverzekering yourself.

  • You still need your own inboedelverzekering for personal belongings.
  • For major upgrades inside your apartment (for example a luxury kitchen or expensive fixed flooring) you may need extra cover labelled "eigenaarbelang" or similar, which extends the building cover for your share.

Always ask your VvE or property manager which insurer they use, what exactly the collective building policy covers, and whether owner improvements are included or require additional personal cover.

Apartments, VvE policies and upgrades

Apartment owners often ask on expat forums whether their VvE insurance covers internal changes. As a general rule:

  • Standard fixtures provided when the apartment was built (basic kitchen, bathroom, standard flooring) are usually covered by the collective opstalverzekering.
  • Later upgrades you pay for yourself (for example high-end kitchens, expensive fixed floors or luxury bathrooms) may not be fully covered unless you arrange additional cover.

Frequently asked questions about home insurance in the Netherlands

Do I need home insurance as a renter in the Netherlands?

You do not arrange building insurance as a renter, that is the landlord's responsibility. However, it is strongly recommended to take an inboedelverzekering (contents insurance) to protect your belongings against fire, theft and water damage, plus a personal liability insurance policy (aansprakelijkheidsverzekering) for damage you cause to others. Some rental contracts even require the tenant to hold both.

Is an opstalverzekering mandatory in the Netherlands?
