Legal insurance in the Netherlands 2026: six insurers and Legalec compared

What rechtsbijstandverzekering costs, what it covers for expats, and the conflicts it will never touch.

Last updated: October 3, 2026Verified October 2026

The conflicts expats actually run into here are ordinary ones: an employer who ends a contract badly, a landlord who keeps the deposit, a seller who ignores a warranty claim. Our guides on employee rights and challenging your rent explain your rights. Legal insurance is what pays for someone to enforce them.

We priced six Dutch insurers and one legal subscription service on 3 October 2026 for a single person, and read each insurer's own conditions on waiting periods, excess and own-lawyer limits. Every figure below comes from the provider's site or its official insurance card, not from a comparison site.

The short answer

  • Cheapest cover for work and a rented home: FBTO Basis at €10.97 a month for one person.
  • No waiting period and cancel any day: Univé, at €24.45 for work, housing and consumer modules.
  • Most flexible modular policy: InShared, €22.75 for work plus consumer and housing, no excess, cancel any day.
  • Conflict already started: no insurer will take it. Legalec's Normal plan will.

Buy it before you need it. Every policy excludes conflicts that began before you signed, and most make you wait 3 months.

How Dutch legal insurance works

A rechtsbijstandverzekering is insurance "in kind". You do not receive money when a conflict arises. Instead the insurer's own lawyers and legal specialists take on your case, and the insurer pays their costs. Univé puts it plainly on its product page: you pay a premium to receive legal help and advice, not compensation.

Most insurers outsource that legal work. ASR and Allianz Direct use DAS. Centraal Beheer and InShared use Stichting Achmea Rechtsbijstand. Univé runs its own team of more than 200 lawyers. In every case the help itself is free to you, as long as the conflict is covered.

Four terms that decide whether you are covered

Wachttijd (waiting period)

The first months after you sign, during which new conflicts are not covered. Usually 3 months, with traffic conflicts exempt. Univé and ASR advertise none.

Pre-existing conflicts

Excluded by every insurer, including conflicts you could see coming when you signed. This is the rule that catches most people.

Franchise (minimum amount)

Some insurers only take on conflicts above a threshold: €175 at Univé and €200 at Allianz Direct. Centraal Beheer has no minimum.

Vrije advocaatkeuze (own lawyer)

In court or administrative procedures you may usually pick your own lawyer, for a €250 contribution and up to a capped amount.

The independent overview of each policy is its verzekeringskaart, a standard one-page summary that Dutch insurers publish for every product. When a sales page and a verzekeringskaart disagree, trust the card.

Prices and conditions side by side

Monthly prices for one adult, quoted on each provider's site on 3 October 2026. Where the calculator asked for a birth date we used age 30. For modular insurers we combined the work module with the module covering your home and purchases, since that is the pair most expats need.

Read the prices carefully. FBTO and ASR are cheaper partly because their base packages are fixed: ASR's base cover does not include work, which is a separate module. Allianz Direct only quotes after you enter a postcode. Univé prices depend on age and household size since its relaunch on 1 October 2026, so your quote may differ from ours.

Six insurers and Legalec in detail

First Legalec, which gives you a lawyer on a monthly subscription rather than an insurance policy. Then the six insurers, ordered by price for one person. Two head-to-heads go deeper: FBTO vs InShared and Univé vs Centraal Beheer. The six insurers sell their policies through Dutch-language websites, and the conditions are in Dutch. If you need help in English, ask the insurer whether its legal team will work with you in English before you sign, not after a conflict starts.

Legalec

What expats actually need covered

Insurers sell up to six modules, but most expats in their first years here need two. Pay for those first and add the rest only when your life changes, for example when you buy a home or start a family.

Work: the module that matters most

Many expats depend on one employer for both income and residence. A dismissal, a contract that is not renewed, or unpaid salary or holiday allowance can escalate quickly, and Dutch employment law has strict deadlines. Our guide to losing your job on a visa covers the residence side, and our settlement agreement guide covers the most common way Dutch employers end a contract. The work module covers the dispute with your employer.

Housing: deposits, repairs and rent

Deposits that are not returned (see our deposit guide), repairs that never happen and rent above the legal maximum are standard expat problems. Some of these you can take to the Huurcommissie yourself for a small fee, as our rent challenge guide explains. A housing module helps when the landlord ignores a ruling or the conflict goes beyond rent. Pair it with renters insurance for your belongings, which is a separate product.

Skip for now unless it applies to you

  • Traffic: mainly worth it if you drive, or want help claiming damages after an accident. It is also the one module most insurers cover without a waiting period. See what to do after a car accident.
  • Tax and wealth: useful for disputes with the Belastingdienst over assets, less so for a single salaried employee.
  • Family: relevant once you have children or an inheritance. Divorce mediation often carries a long separate waiting period.

What legal insurance will not do

It is not a way to pay for an IND application

Univé lists residence and work permit applications among the things it does not cover. Legal insurance exists for disputes, not for preparing applications, so do not buy it expecting help with a visa, an extension or naturalisation. For that, compare the specialist firms in our immigration lawyers guide.

  • Conflicts that started before your policy. Including ones you could reasonably see coming when you signed.
  • New conflicts during the waiting period. Usually 3 months, at InShared, Centraal Beheer, FBTO and Allianz Direct.
  • Business matters. These are private policies. Centraal Beheer, for example, states its policy does not apply to business situations and sells a separate zzp policy. Freelancers should also read our false self-employment guide, and our freelancer insurance guide covers what else you need.
  • Small claims below the threshold. €175 at Univé, €200 at Allianz Direct.

If your conflict has already started

This is the most common reason people search for legal insurance, and the answer is uncomfortable: a policy bought today will not cover it. You still have three realistic routes.

Juridisch Loket

Free legal advice by phone, online or at a local office. It explains where you stand and whether you qualify for subsidised help. Start at juridischloket.nl.

Subsidised legal aid

If your income is low, the government pays most of a lawyer's fee through a toevoeging. The Raad voor Rechtsbijstand sets the income limits.

Legalec Normal

At €68.06 a month with a 12-month term, it takes on a conflict that is already running, with a fixed personal lawyer. Ask first whether your type of case is in scope.

Frequently asked questions

Is legal insurance mandatory in the Netherlands?

No. Rechtsbijstandverzekering is voluntary, unlike health insurance or third-party car cover. You buy it to avoid paying a lawyer by the hour when a conflict with an employer, landlord, seller or government body escalates.

Can I take out legal insurance for a conflict I already have?

No. Every insurer in this comparison excludes conflicts that started before the policy did, and also those you could see coming when you signed up. Most add a 3-month waiting period on top. If your problem has already started, the realistic options are Juridisch Loket for free advice, subsidised legal aid if your income is low, or Legalec, whose Normal plan (€68.06 a month) also takes on cases that are already running.

Does legal insurance cover my residence permit or IND application?

Do not count on it. Univé lists residence and work permit applications as not covered. Legal insurance is built for disputes (with an employer, landlord, seller or authority), not for preparing an application. For an IND application itself, a specialist immigration firm is the right tool, and we compare them in our immigration lawyers guide.

Which insurers have no waiting period?

Of the six insurers we checked, Univé and ASR advertise no general waiting period. Univé's insurance card (version 18, 1 October 2026) only names a waiting period for divorce mediation. InShared, Centraal Beheer, FBTO and Allianz Direct apply 3 months to most covers, with traffic conflicts exempt. Legalec is a subscription rather than a policy and has no waiting period at all.

Which cover do I need as an expat who rents?

Usually two things: work (dismissal, unpaid salary, contract disputes) and housing (deposit, repairs, rent, neighbours). FBTO's Basis package bundles exactly that with consumer purchases for €10.97 a month for one person. With modular insurers you pick the work and housing or consumer modules, which comes to €22.75 at InShared, €24.45 at Univé and €24.93 at Centraal Beheer for a single person.

Can I choose my own lawyer?

Sometimes. All of these insurers handle cases with their own in-house lawyers first (DAS for ASR and Allianz Direct, Achmea Rechtsbijstand for Centraal Beheer and InShared). When it goes to court or an administrative procedure you may usually choose your own lawyer, but you pay a €250 contribution and the insurer caps what it reimburses: €7,500 at Univé and €8,000 at InShared and Centraal Beheer when a lawyer is not legally required.

Can I cancel if I leave the Netherlands?

With Univé and InShared you can cancel on any day. ASR has a minimum term of one year, and Legalec runs a 12-month term before it becomes monthly. For anyone on a fixed-term assignment, that difference matters more than a euro or two of premium.
